TITLE: Family Tracing and Reunification (FTR) Specialist

TEAM/PROGRAMME: Child Protection in PDQ


LOCATION: Juba (with regular travel to field sites)

GRADE: TBC

CONTRACT LENGTH: 12 months


CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.




ROLE PURPOSE:

The post-holder will be the national focal point for the FTR and will ensure effective individual case management throughout the FTR process through support, training and capacity-building of the Database Manager, Data Entry Clerks, social workers and other FTR actors/users in all field locations. The FTR Specialist will be responsible for ensuring timely, accurate reporting to national level stakeholders and working in close collaboration with field level managers to ensure timely and accurate reporting on a state level to relevant stakeholders. The post-holder will also co-chair the Inter-Agency Working Group for Unaccompanied and Separated Children at national level; using their role as focal point for FTR to coordinate contributing agencies, discuss emerging trends in UASC across South Sudan, and identify priority areas for training and capacity-building alongside other agencies. In this role, the post-holder will also provide overall programmatic guidance on the integration of RapidFTR—a digital tool designed to streamline and expedite FTR efforts both in the immediate aftermath of a crisis and during ongoing recovery efforts—into the National FTR SOP.




SCOPE OF ROLE:
Reports to: Child Protection Advisor

Dimension: South Sudan is one of the most challenging and exciting working environments that Save the Children currently works in. The newest country in the world, its legacy of thirty years of war has yet to be even partly addressed as its new government struggles to both mature and reach out to its people. Education rates remain extremely low with less than 10% of the population finishing primary school; and only 200 girls completing secondary school in 2011 (out of a total population of greater than 8 Million people). Infrastructure across the country remains virtually none-existent; with 80% of the country – including State capitals – only accessible for half of the year (the rainy season) by small aircraft. The agencies still provide some 75% of the basic services of the South Sudanese population.

KEY AREAS OF ACCOUNTABILITY:
Coordination with stakeholders:

  • Coordinate FTR work in South Sudan in coordination with UNICEF, implementing partners and the Ministry of Gender, Child and Social Welfare Chair the Unaccompanied and Separated Children Working Group and as such liaise with and report weekly to the Child Protection Sub-Cluster

  • In collaboration with the CPIM, analyse weekly data/statistics and highlight trends, outstanding actions and concerns (such as non-compliance to procedures, incorrect data, etc.)Produce monthly reports for dissemination to all UN, Government and other child protection actors based on the template provided

  • Advise the WG what is working and not working in FTR in South Sudan and suggest a way forward

  • Continuously ensure the national SOPs remain relevant and support the revision of the SOPs with the working group members using the best interests of the child as the guiding principle

  • In collaboration with UNICEF and other WG members develop a basic FTR training package for the context of South Sudan.


Supervision within Save the Children in South Sudan

  • Supervise and support SCiSS’s FTR programme activities including taking overall responsibility for the FTR coordination and technical capacity building of programme staff conducting FTR in the field

  • Organise technical trainings and provide on the job support for SCI FTR staff in the field (up to 30% travel to SCI field sites)

  • Supervise the Child Protection Information Manager

  • Work closely with CPIM , and mentor SCI staff in the on-going documentation to ensure documentation meets required standards.

  • Develop a FTR training curriculum and FTR user guidelines for SCI South Sudan (including case management of unaccompanied and separated children),

  • Use the database to monitor adherence to procedure on individual cases and ensure that roles and responsibilities are upheld and follow up with CP Managers in the field

  • Review and screen all data from SCI field programmes before sharing it with national level partners.

  • Produce monthly, disaggregated statistics and qualitative updates of progress on SCI’s FTR work

  • Ensure that good practice is followed in managing information with respect for Do No Harm principles and confidentiality

  • Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.

  • Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance the Child Protection Policy

QUALIFICATIONS AND EXPERIENCE

Essential

  • A minimum of a degree from a recognized institution, in Social Sciences, Social Work, Community Development, Education or other relevant field

  • Minimum 7 years programmatic work experience with an international NGO or other globally recognized institution.

  • Previous experience in FTR programming, previous experience of FTR in child protection programming in African context preferred.

  • Previous experience in training and capacity building of staff in a field programming context

  • Excellent IT skills including the use of Excel (fundamental) and database software

  • Excellent communication skills with fluency in written and spoken English, other South Sudanese languages a bonus.

  • Excellent team player

  • Good problem solving, strategic planning and analytical skills

  • Ability to plan well, set own targets and meet them

  • Ability to meet deadlines and work under pressure.

  • Willingness to travel and work regularly in field sites with basic standards of living and minimal comfort.
